Reporting to the Executive Director, the Certification Exam Manager is responsible for the oversight of exams offered by CRCC. Assists CRCC in the development and maintenance of fair, valid, reliable, and legally defensible certification programs. This position coordinates activities of the CRCC Committee(s) that address matters related to the certification exams. The ability to work in a team environment, managing multiple projects with competing deadlines is essential. The performance of duties will be in a manner that recognizes a commitment to CRCC and its customers. A successful candidate will be expected to:
Exam program oversight.
Investigate, analyze, synthesize and ensure that issues, including those reported by the test vendor, are appropriately resolved by staff and are fully documented in stakeholder records.
In consultation with the Executive Director, identify metrics and then monitor them related to our collaborative certificate program and collaborative certification programs, reporting to the Executive Director at least monthly.
Ensure accuracy and timely distribution of reports of CRC national exam to accrediting organizations, state counseling boards, and state regulatory bodies.
Train and manage teams of Subject Matter Experts (SMEs).
Facilitate meetings, monitor progress, prepare meeting agendas, and reports as needed.
Monitor the progress of assigned test development and maintenance projects, ensure that all procedures have been followed, and that CRCC standards and specifications have been met.
Plan and manage item writing workshops and item review sessions with SMEs and CRCC staff.
Conduct editing of test items, ensuring that content fits and fulfills approved test specifications, and that form and structure is consistent with psychometric standards, CRCC standards, and American English standards of grammar and spelling.
Manage item review and approval sessions with SMEs.
Coordinate the identification, approval, and listing of reference/resource materials.
Consult SMEs, standards, and candidate feedback to identify reasons for poor test item performance.
Assemble test forms to meet test specifications.
Conduct standard setting workshops, prepare and finalize study reports with psychometric consultant.
Publish tests, meeting quality standards.
Assist with the coordination of test launch schedules and activities.
Maintain appropriate and accurate records of all test development and maintenance activities.
Use item and test statistics, along with the concepts of reliability and validity, and work with psychometrician(s) to analyze the performance of items and tests.
Prepare written materials as needed in support of CRCC marketing and other related functions.
Make informational presentations to groups of stakeholders.
Provide guidance to stakeholders on the use of CRCC certification programs.
Perform other duties as assigned.
Engage in active monitoring of the certification community to ensure CRCC maintains best practices by attending meetings, participating in events, and making recommendations to the Executive Director for program enhancements.
Ensure the Executive Director is kept abreast of operations within the exam programs and any concerns that need to be directed to the board, committees, or other staff departments.
Essential Job Requirements/Skills
Applicants should have 5 years of work experience in educational and/or certification test development or equivalent combination of education and experience. CRCC ideal Certification Exam Manager must possess the following skills.
Strong organizational skills to work effectively in a team setting and independently on concurrent processes and projects to meet established goals, deadlines, and quality standards. Excellent attention to detail.
Excellent ability to write, analyze, and edit test questions and other materials for clarity, cognitive level, and appropriateness of content.
Basic understanding of standard testing industry principles and basic statistical concepts to test and item development and maintenance.
Strong spelling and proofreading skills.
Strong ability to utilize relevant information in style guides and resource materials.
Excellent oral and written communication skills, including ability to write collateral program materials for print and web, and the ability to make effective presentations to stakeholder groups.
Strong interpersonal skills to work effectively with staff, volunteers, and stakeholders to accomplish CRCC goals and objectives.
Solid computer software skills, including database, internet, email, word processing, item authoring and banking applications.
Ability to travel occasionally, (three meetings per year (e.g., Institute for Credentialing Excellence annual conference, Mid-year and annual CRC Board meetings).
Knowledge of accreditation standards a plus.
Bachelor’s degree in Education, Social Science, Communications, or other related specialty.
Additional Job Functions/Requirements/Skills
Assist in coordinating and completing special projects and perform additional duties as assigned by the Executive Director.
Work above and beyond a 37.5-hour work week may be required at times to fulfill the responsibilities and duties of the position, including some weekend work. This position is exempt under the guidelines of the FLSA.
