Position Description: This position is an integral part of the ACTFL team. The project manager for the contract-based Testing and Research Program manages contract-based projects, employs innovative methods and approaches, along with team members, to maintain ILR tester and rater readiness and ensure the quality of ACTFL’s gold standard ILR testing program. This position facilitates workshops, conducts program-based research and data analysis, co-authors proposals in response to performance work statements about ACTFL, and actively and energetically contributes to the formation of the intellectual vision and scope of ACTFL’s ILR research and assessment program. Responsibilities of the position include but are not limited to:
1. Contract Administration/Project Management: Plans and coordinates administrative activities that lead to the productive management of Government Contract projects (ILR Testing and Research Projects)
Co-author proposals and responses to contract Performance Work Statements that address ACTFL’s assessment and research capabilities.
Coordinate the administration and logistics for assigned contract-based ILR testing and/or research projects
Review contract deliverables to ensure adherence to contractual requirements and ACTFL standards and provide meticulous reports
Establish positive relationships with ACTFL clients and liaise with client(s) as needed and in a timely and professional manner.
Serve as an ethical steward of contract funds. Monitor expenditures with adherence to the annual budget, tracking contract spending, funding levels, expiration dates, option years, etc.
2. Data Analysis & Research: Facilitate data-driven decision-making and program improvement through systematic data collection, meticulous maintenance of program records, authoring of reports,
Design methodologies, protocols, surveys, questionnaires, polls, etc. specific to research requirements
Compile and organize findings in executive summaries, graphs, charts, and diagrams
Document, report, and present data/findings to clients and the academic community
Collect and analyze project data to track project efficacy and develop proactive plans for program/process improvement, authoring reports about testing and research trends
Evaluate research methodologies to confirm the intended purpose of evaluation
Perform fieldwork, interviews, experiments, concept-test, etc. to gather data
3. ILR Program Tester & Rater Readiness: Contribute to the maintenance of Tester/Rater Reliability for the ACTFL ILR Testing Program (i.e. Oral Proficiency Interview, Oral Proficiency Interview - Computer, and the Writing Proficiency Test). Using a comprehensive understanding of language proficiency, create/prepare readiness materials, select benchmark samples to facilitate rater calibration, facilitate workshops, etc.
Serve as test adjudicator/rater, resolving rating disputes and directing/conducting rating reviews when necessary
Facilitate ILR-based rater/tester workshops, one-on-one conferences and group norming sessions- calibrating testers and raters, conduct quality assurance reviews, monitor rater/tester performance and analyze data for patterns; in formats including face to face, blended and/or online settings
Develop and implement tester/rater support based on patterns of performance and implement proactive methods for ensuring the maintenance of ACTFL standards for testing/rating
Analyze data to determine the reliability of rater groups and author actionable quality assurance reports and plans
Develop rater-readiness materials and activities based on knowledge of language assessment as well as sound pedagogy, teaching methodology, systematic data analysis and identified testing trends sound assessment practices and methodology, with attention to learner engagement principles as well as instructional design theories and practices
4. General Administration: Plans and coordinates administrative activities that lead to the productive management of the Quality Assurance and Certification Programs
Demonstrate good judgment, professionalism, sound application of subject matter expertise; responsiveness in support of the ACTFL mission
Communication & Data: Facilitate data-driven decision-making through meticulous collection of program records, authoring of reports, and communicating about program activities, needs, and requirements
Finance Management: Serve as an ethical steward of ACTFL funds. Monitor expenditures with adherence to the annual budget, invoice clients for services rendered, receive, verify and process consultant invoices, co-develop annual budget
Project Management: Employ a sound project management approach
5. Other: Participate in additional activities as needed. For example:
Participate in the annual ACTFL Convention each November either onsite or from ACTFL HQ
Represent ACTFL at meetings and conferences, making presentations on Center-related topics
Actively engage in the World Language/ESOL professional community
Assist with the development of new projects and initiatives
Coordinate with ACTFL staff and other members of the freelance team on various project components
Minimum of 5 years of experience in a relevant field required
Experience applying the ILR Descriptors or another prominent proficiency scale in an instructional, research or assessment setting
Experience working in language proficiency-oriented environments required
Experience and comfort working in online and blended teaching, learning, training environments required
Language teaching experience preferred
Experience with systematic data collection and analysis of trends to facilitate data-driven decision-making
Experience using statistical analysis software preferred
*Experience working with government/military personnel and/or contracts preferred.
This position must work out of ACTFL Headquarters in Alexandria, VA.
This position is not eligible for full-time telework status.
