The Grants Compliance Manager will be responsible for compliance for federal and non-federal grant awards. The person will ensure that program managers are managing subrecipients, following appropriate procurement protocols and filing the required periodic reports. Additionally, the incumbent will assist departments in writing and filing of grant applications. This position acts as a liaison to other departments for any items related to grants and must have in-depth knowledge and working experience with government contract regulations. A wide degree of independence and exercise of judgment is required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Grants Compliance

• Oversee approved funding contracts to ensure documentation and reporting requirements are met
• Prepare and/or review information and reports for external and internal stakeholders
• Develop and/or modify policies/procedures/systems in accordance with government regulations and organizational needs and objectives
• Develop and maintain grant administration throughout the full process: pre-award, award, and post-award phases
• Assist in oversight of department level grant administrators submissions and negotiations of terms and conditions for incoming and outgoing
• Submit appropriate representations and certifications to the federal governmentSupport the timely reporting of grant and contract deliverables and final reports to sponsors
• Work with legal counsel to identify and enforce specific federal requirements (e.g.: SAM checks, competitive biddings)
• Main point of contact on A-133, Single Audit.

Monitor Subawards

• Ensure subrecipient monitoring procedures are compliant with federal and other application regulations and are consistent with sound business practices
• Monitor subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits and other mechanisms applicable to subrecipient monitoring. Recommend actions necessary to resolve issues/concerns.

Other

• Facilitate regular meetings with grant program staff to ensure proper spend of all available funding

• Act as subject matter expert on all things affecting grants compliance;
• Provide support for requests from grant writers for both grant applications and regular reporting.
• Create and sustain Grant Management policy manuals as needed to flow down information consistently over time and individuals.
• Provide ongoing training to staff as it relates to grant administration and organizational policies
• Perform other duties as assigned.
