The Association of Progressive Rental Organizations (APRO) is a national trade association based in Austin, Texas that represents the Rent-To-Own industry (RTO).
The Associate General Counsel (Counsel) will be expected to work closely with the longstanding General Counsel to learn the rent-to-own industry, its legislative and legal history, and key stakeholders. Counsel will be responsible for monitoring industry news daily including consumer, economic, and political studies and understanding what action is necessary. Actions could include developing policy positions, legislative alerts, strategic advocacy messaging for members. Additionally, Counsel will collaborate with APRO’s Governmental Relations Committee.
Counsel will work alongside the General Counsel to manage the organization's public policy priorities and legislative agenda. Counsel will build and maintain relationships with APRO members, state rental dealer associations, key members of Congress and their staff, along with the White House and applicable federal and state agencies. Counsel will track and analyze federal legislative and regulatory action to identify areas of concern or opportunity. Counsel will assist with the strategy and organization of our annual legislative fly-in with members.
Collaborate with the General Counsel to respond to calls from APRO’s legal hotline providing legal guidance to members upon request. Counsel will analyze and develop cogent responses that address their concerns and offer insights into the rationale and intent of the law. Counsel will evaluate information related to legal matters by researching relevant legal materials to aid decision-making.
Counsel will develop content for APRO’s magazine, RTOHQ, that addresses overarching legislative issues in the RTO industry. Counsel will have exceptional writing skills to convey messages clearly and concisely in a way that members can easily understand.
In partnership with General Counsel, Counsel will provide regular legislative and legal updates to APRO members as requested by the CEO.
Counsel will maintain an inventory of current RTO legislation for all states along with any additional key resources. Counsel will support the development of state economic impact reports and offer feedback. Counsel will prepare, draft, and review legal documents, e.g., by-laws and contracts.
Counsel will attend state rental dealer meetings as requested by the CEO to represent and discuss legal issues on behalf of APRO.
Counsel will confer with colleagues with specialties in appropriate areas of legal issues when necessary to ensure strategy, decisions, and communications represent the highest legal and ethical standards.

Bachelor’s Degree and Juris Doctorate from accredited university
7 or more years of legislative or regulatory experience either with a government or business organization is strongly desired
Extensive experience working with all forms of communications tools – traditional, social, and digital, with outstanding personal communication skills and the stature and presence to represent the industry on legal issues.
State and federal experience preferred. Significant experience serving as a key strategic partner and advisor to the CEO, and experience in the commerce/retail sector is preferred.
Capacity to juggle competing priorities, preferably with a non-profit organization or a government agency or office; experience working on Capitol Hill is preferred.
Demonstrated experience in policy development, advocacy, and government affairs. Outstanding organizational and time management skills with exceptional attention to detail.
Exceptional interpersonal relationship-building skills and the ability to move projects forward with minimal oversight.
Complex problem-solving skills including identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
Superior judgment and decision-making skills that allow for consideration of the relative costs and benefits of potential actions and choosing the most appropriate one.
Computer skills including developing spreadsheets, presentations, internet research, word processing, and use of database software.
The role is currently filled by a retained attorney. We are open to full-time staff status or a retainer with the understanding that the demands are heavy. Please include the relationship format you would be seeking and salary and/or retainer needs.
Attend in-person meetings in Austin, Texas 4-5 times per year.
Ability to travel up to 25%.
