Position Description:
PIMA is seeking to fill a full-time position (remote) for Manager, Technical Advocacy. This position will report to both the Senior Director of Technical Affairs and to the President. The Manager, Technical Advocacy will lead and support the Association’s priorities in various technical venues, including building and energy code development, implementation of building energy efficiency policy at the federal, state and local levels, and inter-industry venues with the insulation and roofing sectors. This position will be responsible for research, understanding PIMA member priorities, and collaborating on the development of strategies to represent member interest at various venues.
In this role, the Manager, Technical Advocacy will lead or support various member groups, including the Federal & State Affairs Work Group, Code Work Group, and Product Standards Work Group. This position will also represent PIMA at various industry events, coalitions, and organizations.
Candidates for this role should have strong interpersonal skills and will collaborate directly with PIMA staff and members. Candidates should have a demonstrated ability to persuasively communicate both verbally and in writing. This position requires the ability to analyze technical issues and identify/summarize key components of the issue that are salient to industry interests.
This position does require travel. Approximately 20% of time depending on candidate’s location.
Location:
Remote position. PIMA is a remote workplace with an office in Arlington, VA. Candidates should have easy access to airport(s) with regular service to domestic destinations.

Required Skills:
Basic knowledge of building energy codes and standards.
Basic knowledge of, or interest in, building energy efficiency.
Strong verbal communication and writing skills. Experience using communication skills in an advocacy setting a plus.
Ability to summarize and synthesize meeting outcomes.
Ability to plan, organize, facilitate and effectively manage projects.
Ability to work in a remote working environment.
Ability to conduct research and prepare written analysis of research outcomes. Experience with regulatory and legislative research a plus.
Ability to analyze technical issues and identify/summarize (verbal and written summaries) key components of the issue that are salient to industry interests.
Ability to collaborate on the development and execution of advocacy strategies consistent with industry interests and goals.
Job duties:
State and local building energy code and energy efficiency policy:
Monitor and evaluate state and local building energy code adoption and development of other policy tools like Building Performance Standards.
Develop advocacy and engagement strategies when necessary to support PIMA member interests. Engagement will include drafting public comment letters and participating in virtual and in-person hearings.
Participate in monthly energy code policy calls hosted by the Responsible Energy Code Alliance.
Maintain PIMA member resources on energy codes, including state energy code fact sheets and policy tracking document.
Federal building energy efficiency policy:
Monitor and evaluate building energy efficiency regulatory proposals from the Department of Energy, Environmental Protection Agency and General Services Administration. Research work will include monitoring agency announcements made by email listservs and the Federal Register.
Monitor and evaluate legislative proposals related to building energy efficiency. Primary policy areas include tax and appropriations.
Participate in and report on regular federal policy calls hosted by various stakeholder organizations (e.g., Alliance to Save Energy, Business Council for Sustainable Energy).
Work Group and Membership Engagement:
Support the effective management of various member work groups, including the Federal & State Affairs WG and Codes WG. Tasks will include management of meetings (development of agenda and background materials), lead discussions at meetings, and execution of action items.
Prepare resources and communication pieces to apprise members of key issue developments. Written deliverables will include policy tracking documents, email summaries and communications, newsletter stories, fact sheets and presentations.
Support the development of PIMA member-only webinars focusing federal and state building energy policies.
Industry Engagement:
Represent PIMA at industry events and organizations that focus on building energy efficiency policy. These organizations include Regional Energy Efficiency Organizations (REEOs) and trade associations that represent key industry stakeholders in the roofing and insulation industries.
Attend industry conferences to expand knowledge of related building science topics
Education and Experience Requirements:
Bachelor’s degree in a relevant technical field:
Engineering or Building Science Discipline
Design or Architecture Discipline
Political Science
Minimum 3-5 years of experience in a related field or procession:
Technical representative or researcher for trade or professional association
Technical representative or researcher for a construction materials supplier
Technical representative or researcher for a testing or standards organization
Technical representative or researcher for a construction-related organization (engineering, design, consulting, contracting)
Research for a political, regulatory and legislative organization
Valid, current legal authorization to work in U.S.
