KYRBA is seeking a new Executive Director to lead the association. Principal duties include managing the association, public advocacy, and member relations. KYRBA members include fifteen Kentucky telecommunications companies and more than one hundred vendor partners that support them.
The KYRBA office is in Frankfort, but the position is expected to be a hybrid of work-from-home and in-person work at the office. The Executive Director reports directly to the Board of Directors. Interviews of qualified candidates will begin soon with the goal of having a new Executive Director by at least early 2026.
Position Overview
The Executive Director of the Kentucky Rural Broadband Association oversees the management and direction of all association activities and services. This leadership role operates under the policies and guidelines set forth by the Association’s Board of Directors, ensuring the organization’s mission and objectives are effectively pursued.
Office Administration and Financial Management
The Executive Director manages the daily operations of the association’s office, handling all administrative functions required for smooth operation. Responsibilities include overseeing bookkeeping tasks such as bill payment, invoicing, budgeting, and maintaining accurate financial records. The Director prepares and collects invoices for dues, meeting registration fees, and other association functions, while also maintaining comprehensive records for accounting, banking, membership, personnel, and office operations. In addition, the Executive Director submits necessary state, local, and federal tax forms and benefit reports, drafts the annual budget, and works closely with the budget committee during review and approval processes.
Membership Services
Supporting and recruiting new members is a key responsibility of the Executive Director. Responding to member inquiries and maintaining detailed records of assistance provided are essential functions. The Director keeps members informed and educated about association activities and benefits, actively promoting the association’s value to both current and prospective members.
Meetings and Events
The Executive Director plans and manages board meetings, membership meetings, expos, and training sessions. This includes securing venues, negotiating hotel contracts, developing agendas, recruiting speakers, preparing event budgets, and overseeing event registration. The Director creates and distributes meeting materials and registration packets, promotes events through various channels such as the web, email, and social media, and manages on-site logistics for all association functions.
Communications and Public Relations
Promoting and safeguarding the interests of members and the association through strategic communication is central to the Executive Director’s duties. The Director maintains and updates the association’s website and online directory, oversees content development and engagement on social media platforms (including Facebook, LinkedIn, and X/Twitter), and develops and implements communication strategies across newsletters, email, and digital channels. Coordination of messaging and public relations with the Board is required, as is providing educational content and forums to enhance member engagement.
Public Affairs and Advocacy
The Executive Director promotes and protects member interests before legislative, regulatory, and executive bodies and serves as the registered lobbyist for the executive and legislative branch. The Executive Director represents the association before regulatory and legislative bodies and oversees and coordinates the activities of contract lobbyists to align with Board priorities. Monitoring legislative and regulatory developments and communicating key issues to members is essential. The Director represents the association in stakeholder groups, non-profit trade associations, and government meetings, develops advocacy strategies and materials in consultation with the Board, and supports grassroots and member-driven advocacy initiatives. Assistance is also provided to the Rural Broadband PAC Board of Directors in the development and management of political contribution strategies, as permitted under applicable law.
Candidates should possess the following skills and qualifications:
Ability to market the organization to prospective members.
Ability to plan, market and coordinate events, meetings and training sessions. The association currently has six meetings including “A Day at the Capital” during the legislative session, a Spring Manager’s Meeting, a May Annual Meeting, A Summer Manager’s Meeting, an October joint Kentucky/Tennessee conference with EXPO, and a December Board Dinner and Meeting.
Ability to build and maintain relationships with legislative bodies and regulatory agencies.
Ability to track legislative and regulatory telecom issues and inform members of such.
Ability to work with members to develop advocacy strategies to protect and promote their businesses and the communities they serve.
Public relations skills must include, but are not limited to, social media, op-eds, and interviews.
Office management. The executive director will manage a small business office with little or no admin support.
Accounting skills including budgeting, ability to create financials, and tax reporting.
Good communications skills, including oral, written, social media, and public speaking.
Computer skills including spreadsheets, power points, documents, website management, and ability to operate a small business accounting program.
Willingness to travel in and out of state. KYRBA is a member of NTCA – The Rural Broadband Association and the executive director would be involved at our national association as well.
Motivated, self-starter.
A college degree, broadband/telecommunications experience, and association experience would be a plus for any candidate.
